Following a hearing on December 17, the California Air Resources Board (CARB) will amend some of the previous environmental rules it had set for diesel fuel burning equipment, off-road equipment, and large spark ignition equipment. The changes to the rules will be a huge benefit to the rental industry.
The American Rental Association (ARA) played a huge role in these changes to legislation by providing science and supportive data to prove to CARB that it's original targets and objectives were unrealistic, and would hurt the rental industry immensely. The original data that CARB based it's rules on, was proven to be inaccurate.

Most trucks under 26,000 lbs are exempt from compliance until 2015. Fleet owners must replace all 20 year old trucks before January 1, 2021, with appropriate technology.
Trucks over 26,000 lbs have until 2012 to start retrofitting or replacing old equipment. There will be more credits for fleets adding cleaner vehicles and retrofits before the deadlines, and for downsizing fleets.
Off-road diesel equipment will have an extended period for retrofitting and replacing equipment, with credits for businesses that opt for early compliance.
The Large Spark Ignition (LSI) rules are still being modified as CARB and ARA work together to make clear and reasonable rules that present a solution to all parties.
